EU Residence Permit + Non-EU Passport: Who Can Use the UAE’s 14-Day or 60-Day Entry Route in 2026?

Living in an EU country does not automatically give a traveller the same UAE entry rights as an EU passport holder. For non-EU citizens, passport nationality remains the starting point, while a valid residence permit may affect eligibility for selected UAE entry routes.

In 2026, the UAE’s Federal Authority for Identity, Citizenship, Customs and Port Security expanded a special entry route for selected nationalities. It covers nationals of India, Indonesia, Vietnam, Thailand, the Philippines, Kenya and South Africa who meet the required foreign visa or residence conditions.

For these travellers, a valid EU Member State residence permit can be relevant when checking the UAE’s 14-day or 60-day route. It is not a universal visa waiver for every non-EU resident in Europe.

Passport First, Residence Permit Second

Check the passport first, then the residence document.

An Indian passport holder living in Germany may have a different UAE entry route from a Pakistani passport holder living in the same city. Both may hold German residence permits, but their nationalities are treated differently under the current scheme.

The same applies to a Filipino resident of Italy or a South African resident of Spain. Because both nationalities are included in the 2026 expansion, those travellers may be able to check the residence-based route if their documents meet the conditions.

A Pakistani passport holder with a French residence permit should not assume that the same route applies. Residence alone does not create universal eligibility.

14-Day vs 60-Day Route

The 14-day route suits a short UAE stay and, under current guidance, may be extendable once for the same duration when applicable conditions are met.

The 60-day route is intended for a longer stay and is currently described as single-entry and non-extendable under this specific scheme.

Documents to Prepare

Eligible applicants should keep a valid passport, recent photograph and proof of the qualifying residence permit or visa ready. At least six months of passport validity is generally required for the relevant route.

Names, passport numbers, nationality and dates should match the passport used for travel.

Residence Permit vs Schengen Visa

An EU residence permit and a short-stay Schengen visa are different documents. A residence permit usually proves legal residence in the issuing EU country, while a Schengen visa generally permits temporary travel.

Check Before You Pay

Before purchasing a standard tourist visa, non-EU residents in Europe should confirm whether their passport and residence status qualify for a special UAE route:

  1. Check passport nationality.
  2. Confirm the EU residence permit type and validity.
  3. Check whether the nationality is covered by the current scheme.
  4. Choose the 14-day, 60-day or standard pre-arranged route that matches the trip.

Travellers researching a Dubai visa for EU residents should not assume that living in Europe determines UAE eligibility. Passport nationality and residence status need to be checked together.
