Dubai uses project-specific real estate escrow accounts for off-plan developments. According to Dubai Land Department (DLD), money collected from buyers of off-plan units, along with qualifying project financing, is deposited into the project’s escrow account. The system is designed to regulate construction funding and protect investors’ rights.
What Is a Dubai Property Escrow Account?
An escrow account is a bank account opened for a specific real estate project. It is not simply the developer’s normal business account.
Dubai’s escrow rules require developers selling off-plan units to use a project escrow account with an approved account trustee. If a developer has several projects, each project must have its own account.
This matters because the money in the account is tied to the development it belongs to rather than being treated as general company funds.
Can a Developer Withdraw the Money Whenever It Wants?
No. DLD explains that payments from the escrow account are linked to the project and its construction stages. The account agreement sets out major construction milestones, and the account trustee checks progress before relevant payments are released.
Funds may be used for approved project expenses such as contractors, consultants and certain marketing costs. The escrow system therefore does not mean that buyer money sits untouched until handover. It means withdrawals are controlled under the project’s regulatory structure.
How Can Buyers Check an Off-Plan Project?
Before paying a booking amount, buyers should verify the project rather than relying only on a brochure or sales presentation.
DLD provides a project-status service where users can search for registered developments and check information such as project status and completion percentage. Dubai REST can also show off-plan project information, including completion data and escrow details for supported projects. This gives buyers another way to compare sales information with official project records.
A buyer should also confirm that payment instructions match the official project arrangements. If bank details change unexpectedly, stop and verify them through official channels before transferring money.
Does an Escrow Account Guarantee Project Completion?
An escrow account is an important buyer-protection mechanism, but it should not be treated as a guarantee that a project can never face delays or other problems. Construction progress, approvals, financing, contractor performance and other factors can still affect delivery.
Buyers should read the Sale and Purchase Agreement, check the payment schedule, confirm the project’s registration and follow construction progress during the build.
