Microsoft Ends Legacy Voting Buttons: Why You Need to Move Moderators to O365 Now

For years, Exchange administrators have dealt with a frustrating limitation in email moderation: The "Voting Button" restriction.
If a manager needs to approve a moderated email, they are often tethered to their desk, forced to use the legacy Outlook for Windows client. If they try to approve from a mobile device, a Mac, or Outlook on the web, they hit a wall. The legacy technology simply doesn’t support modern platforms.
Microsoft has finally addressed this with their latest announcement: Streamlined Moderation Approvals.
While this is a massive upgrade for usability, it comes with a strict requirement that forces the hand of many hybrid organizations. Here is what is changing, and how it impacts your infrastructure.
1. Approvals Everywhere (Finally)
The biggest shift is the move away from legacy voting buttons to "Actionable Messages."
Microsoft is replacing the old mechanism with "adaptive cards"—interactive buttons embedded directly into the email body. This modernizes the workflow significantly:
Cross-Platform Support: Moderators can now click Approve or Reject from Outlook on the Web, Mac, and, critically, Outlook Mobile.
Reduced Latency: No more bottlenecks. Managers can release time-sensitive emails instantly from their phones, a workflow that was impossible with legacy voting buttons.
2. Cutting the Noise
Microsoft is also introducing Approval Message Consolidation. The new update intelligently identifies these forks and consolidates them into a single approval request, reducing "alert fatigue" for your admins and managers.
3. The Critical Catch: The On-Premises Cutoff
While this feature is excellent, there is a major catch found in the fine print.
Microsoft has explicitly stated:
"The Actionable Messages feature is only supported in Microsoft 365 and not on-premises."
To ease the transition, Microsoft will support both the old buttons and the new cards until July 31, 2026. However, after that date, legacy voting buttons are deprecated.
The implication is clear: If your moderators are still hosted on on-premises Exchange servers, they will lose the ability to easily approve emails once the legacy buttons are retired. They must be hosted in Microsoft 365 to use the new system.
This deadline aligns with the broader Exchange 2016 and 2019 end-of-life roadmap, signaling that Microsoft is actively closing the door on hybrid dependencies.
How to Prepare: The Transition Mandate
For hybrid organizations, this creates a hard deadline. You have until July 2026 to ensure that any user with moderation privileges is fully moved to the cloud. Leaving them on-premises effectively breaks their workflow.
